Fines For Bad Behavior

Should parents pay if their child acts up in school? Will it deter the children? Is it fair to their parents? Shouldn't parents be responsible in this situation? Is it negative reinforcement...punishment...penalty? How would you suggest tackling this educational barrier? Are alternative education and off campus suspension programs enough?
